Why are the ones who listen to rap almost always the ones that blast it?

I live in the city, and everyday at every hour someone is blasting rap music. Its never country, or metal or rock. My neighbor, some idiot white guy blasts rap all day and all night. Why do listeners of rap have to blare it out for everyone to hear it? I hate rap, and I listen to metal but I never blare it because I know how annoying it is. I don't understand it at all.
