Thinking about reporting my neighbor's trailer to be condemned?

year ago my husband and I found a house in the middle of my school, his work, and our church. The only problem I had was about 20 yards or less from our house was the most awful looking trailer with junk all around it. We told the landlord we did not want to rent the house because of the eye sore. He said the tenants had not paid rent for 2 years and that they would be kicked out before we even got moved in. Well that never happened he kept putting it off and putting it off. Every time he they do something, he says "If they do something one more time I'm kicking them out!" Of course though he never does. They stole a puppy which I went and took it literally out of their hands. They dug up our basketball goal while we were on vacation and put it in their yard. We had to get it back ourselves. They even stole a netflix dvd out of our mailbox. They cuss their 2 toddler sons out all day. They don't really watch them. The boys are always on my poor knocking on my door or in my yard. The worst part is that they blare music all day long! I can't handle it. Everytime our landlord turns onto the drive, they turn it off to make him think I'm lying. Then, as soon as he leaves, they turn it back up. There is no noise ordinance so nothing can legally be done. However, the trailer they live in is in terrible shape. It's disgusting!! Most of the windows are boarded up with plywood. Everything is tore up and it stinks really bad. If I report the trailer to the health department, will they have to move? What will happen to my landlord? And is this mean of me to try to put these people out?
