My dog keeps scratching himself but he doesn't have fleas. Any idea what it is?

He could have allergies, or even be itchy because of the change of environment. Arizona is hot and dry, and so moving to wherever you live could be causing dry, itchy skin. You can always take him to the vet, change his food, or get him on some fish oil to help his skin and coat.
