Did the driving laws change, and I didn't get the memo?

I notice lately that fewer and fewer drivers pull over in a timely fashion to let emergency vehicles pass...and it burns my butt! Don't these people understand that seconds count?! I actually see drivers with clear passage continue to drive directly in front of them...with the horns of the emergency vehicle behind them blaring continuously...what is up with that?!
